Project Overview

Greater Dhaka, the capital of Bangladesh, is one of the fastest-growing megacities in the world. Public transport in Greater Dhaka is inadequate and of poor quality. The bus fleet is in poor condition, there are few equipped stops, information on itinerary or connections is not provided, the ticketing system is not developed, and operators compete for passengers, worsening congestion and impairing safety. The proposed project complies with Dhaka’s urban transport sector priorities by following some of the recommendations of the Strategic Transport Plan. The Project will improve the quality of life within the Tongi and Gazipur Pourashavas Area, which forms part of Greater Dhaka, through the delivery of a more efficient and sustainable Urban Transport System including a 20-kilometer Bus Rapid Transit (BRT) corridor from a terminal near Gazipur Railway Station, to a terminal at the Airport Rail Station, all designed and built following international best practices.

The primary objective of this assignment is to support the SPO and PMU in the management of the implementation of the overall project, to ensure that the BRT system is commissioned on time, within budget, and to the required quality, and to provide the required services.  A key secondary objective is to provide support for the institutional development of the SPO into an efficient, effective, and customer-orientated organization to manage, operate and maintain the BRT system in Dhaka. The other key secondary objective is to support the transformation of the Dhaka Transport Coordination Board (DTCB) into the Dhaka Transport Coordination Authority (DTCA) and the institutional strengthening of the DTCA to plan, regulate, ensure integration, and foster the development of all public transport modes in Dhaka.
